Your Shipping Method is attached to an Other Charge item that is marked as taxable. Take the following steps:
-Go to the menu Lists, Profile Lists, and Shipping Methods
-Select UPS and see the Other Charge item it refers to
-Open the Item List and select and that Item
-Change the Taxable to Non and Save
Now your freight should not be taxed.
